business meeting postponed... what to do without transport?

Backstory: Im landing at PDX at 11pm tonight, coming from Arizona. Im visiting on business and leave from here in 7 hours, but just found out my partner wont be able to see/meet up with me until the following day -- so I have 24ish hours to kill by myself in a city that I've never been to before.

Probably staying in the downtown area. I won't be renting a car, and I'm under 21 (one more month). I do have a fake ID though, so that might help. Suggestions? I have a good amount of spending money too.

Moving to Portland

My husband and I are planning on moving to Portland (or Eugene) soon from Las Vegas. Neither of us has ever moved out of state before, so we really have no idea what we're doing. Are there any neighborhoods or areas we should avoid? We tried looking up apartments online, but didn't come up with much. Here, almost all apartments are in complexes and easy to find. How do we go about finding somewhere to live? We're also looking for jobs (obviously). My husband is currently a wedding photographer, with experience in customer service and management and looking for pretty much anything full time that pays well. I'm looking for a part time job, preferably in an office, but I'll take what I can get. Any help? Looking for new friends too! :)

Is there any meetup activity over in Vancouver or something? I mean I might be down for some activities but being I just moved last week to the area, not wanting to drive too far for meeting people. (SAP as hell) Any advice or anything is appreciated!

Can anyone suggest an event space with food for <40 people

I am looking for an event space for my moms 60th birthday on April 28th. She lives in Damascus so I would prefer something in Gresham, Clackamas or SE Portland. She and her friends do not drink so a bar is kinda of out of the question although they wont be offended if alcohol is around. Max there will be 40 people, most likely somewhere between 25-30 people. I have a budget of about $800 for event space and food. I think I would prefer a buffet style meal to make it easy on everyone. The only place I have found is Kennedy School but I am looking for more options. Do any of you have any suggestions?

Finding non-tech work in Portland

I know the sidebar has those two threads for finding work, but they haven't been updated in a bit, plus more than half of the posts are for programming/engineering jobs. I've been trying for weeks now just to get a receptionist or administrative assistant job (preferably in the downtown area) with no luck. Even the temp agencies don't want to help me.

I'm starting to feel pretty defeated here (haven't had a single call back though I've sent my resume and emails to probably 30 places in the past week)

So, does anyone have any leads on administrative work in Portland right now?

I constantly check Craigslist, OregonLive, Laika, Ompa, various temp agencies, The Confluence and Mandy.com but to no avail. I have experience, I love organizing and I'm very detail oriented.

TL;DR : Stuck in the loop of no network to find a job, no job to build network to work my way up (non tech).

Any help would be appreciated.
